Drawing on thirty interviews with district leaders and staff members, the report is an honest and highly specific portrait of the very real challenges of parent engagement.

This can include a wide variety of social services that are designed to support healthy family development, such as improving a family's ability to resolve problems before they reach crisis, and so prevent the need for unnecessary placement of children in foster care, group homes, or other alternative environments.
